• A program to support high-quality and comprehensive educational programs for migrant children in order to reduce the educational disruption and other problems that results from repeated moves.
• Ensure that migrant children who move among the States are not penalized in any manner by disparities among States curriculum, graduation requirements, and State academic content.
• Ensure migrant children are provided with appropriate educational services that address their special needs in a coordinated and efficient manner.
• Design programs to help migrant children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit their ability to do well in school, and to prepare them to make successful transition to post-secondary education or employment

Children may be eligible to receive services if they meet the definition of "migratory child" and if the basis for their eligibility is properly recorded on a certificate of eligibility (COE) or other written or electronic form. This is determined by the recruiter's assessment of information presented by a parent or other family member, guardian, or other individual responsible for the child. 

All kindergarten children and all New students to the district are surveyed to determine if they meet the migratory eligibility requirements. The surveys are then given to the Director of Migrant Services for the district to be picked up by the Western Branch for an assessment to be conducted. All Qualified families will be identified by the Western Branch and identified as migrant.
